SUBJECT:
VERY LCF LEVEL RADI0 ACTIVE WASTE DISPOSAL Re: Humboldt Bay Power Plant, Unit 3 By letter dated April 25, 1985 you requested NRC approval of your plan to transfer sludge from wastewater treatment ponds and deposits from fossil fuel boiler fireboxes at the Humboldt Bay Power Plant offsite. This waste contained small quantities of radioactive material. We have completed our ray'ew of your request and enclose our environmental assessment. We have found that your prcposed transfer of the above waste to the IT Corporation Benicia, California disposal site is acceptable.
In addition, pursuant to 10 CFR Part 150, the ilRC has delegated the authority to regulate byproduct material to the State of California. Further, local regulatory agencies may have some jurisdiction in this area. Therefore, it may be necessary for you to secure approval from relevant state and local agencies in order to implenent this procedure.
