SUBJECT: CALLAWAY PLANT - RESPONSE TO NOTICE OF VIOLATION
(NRC INSPECTION REPORT 05000483/2017007)
Dear Mr. Diya:
On August 28, 2017, the U.S. Nuclear Regulatory Commission (NRC) cited Union Electric
Company for failure to restore compliance for a Technical Specification 5.4.1.a. violation
associated with the failure to perform preventative maintenance procedures to verify the
operation and timing of the engineered safety feature transformer XNBOl load tap changer
at the Callaway Plant. The Notice of Violation (Notice), enclosed within NRC Inspection
Report 05000458/2017007 (ML17283A392), required you to respond in writing within 30 days.
You responded to the Notice by letter, dated November 1, 2017 (ML17306A103). In your
response, you stated that the timing of engineered safety feature transformer XNBOl load tap
changer was successfully tested on October 20, 2017, thus resolving the technical issue
associated with the violation for not previously verifying the operation and timing of the load
tap changer. You also responded that timing testing of engineered safety feature
transformers XNBOl and XNB02 load tap changers will continue to be performed on a routine
basis, going forward. The letter also indicated that you are reviewing any NRC violations
received since October 2015 for jobs that you are crediting for restoring compliance. The basis
for selecting October 2015 was that this was the last time a comprehensive pre-Problem
Identification and Resolution (Pl&R) inspection self-assessment was performed. In that
assessment, the timeliness of corrective actions for NRC violations prior to October 2015 had
been evaluated.
We have reviewed your response letter and find that it meets the requirements of
10 CFR 2.201. The adequacy of your corrective actions to the Notice will be reviewed and, if
found acceptable, will be closed in the resident inspector integrated inspection report.
