NRC-2011-0262-DRAFT-0028 _Comment on FR Doc # N/A Submitter Information Name: Green Party of Mississippi General Comment We did not have the advantage of hearing the viewpoints of other people that were -or could have been -presented at the public meetings held January 29. 2014 in Port Gibson, because travelers were requested to stay off icy roads, and we did not drive from Jackson to attend the meetings.Briefly, however, we call the NRC's attention to the following from the GELS: 4.10.6 Historic and Archaeological Resources, page 4-23, states, "Entergy could minimize any possible effects to cultural resources found within transmission line corridors by adding procedures for maintenance near cultural resources" and "Entergy could further reduce any potential effect to historic and archaeological resources at the GGNS site by referencing its formal guidelines for protecting historic and archaeological resources in its vegetation management plan," but there is no indication that Entergy has done or has agreed to do either of these things.4.12.3.5 Conclusion, page 4-38, states, "the staff concludes that the cumulative impacts from the proposed license renewal and other past, present, and reasonably foreseeable projects would be MODERATE." 4.12.4.6 Conclusion, page 4-40, states, "The staff concludes that the cumulative impacts of the proposed license renewal of GGNS plus other past, present, and reasonably foreseeable future projects or actions would result in MODERATE impacts to terrestrial resources." 4.12.8 Summary of Cumulative Impacts, page 4-42, states, "The staff considered the potential impacts resulting from the operation of GGNS during the period of extended operation and other past, present, and reasonably foreseeable future actions near GGNS._TJe preliminary determination is that the potential cumulative impacts ,5 --) 45-T:7A ,/ol<, 9 https://ww-w.fdms.gov/fdms-web-agency/component/contentstreamer?objectld=0900006481560388&for...

The 3 preceding statements are in addition to numerous statements that one or another factor would have"SMALL" impact. Logic would seem to say that some MODERATE plus many SMALL impacts result in impacts that should be of concern.In addition, we note that no evaluation was seen in the GEIS of potential impacts of freezing weather on GGNS or the site.And nothing was said about any relationship that GGNS or Entergy might have with Alcorn State University
-located near GGNS -in either training future engineers and operators or in being a resource in environmental evaluation and hazard prevention and mitigation to a major neighboring institution of higher education.
