OF APRIL 17, 2018 PUBLIC MEETING WITH ELECTRIC POWER RESEARCH INSTITUTE REGARDING 10 CFR 50.55a(g)(6)(ii)(F)(11)

On April 17, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of the Electric Power Research Institute (EPRI). The purpose of the meeting was to discuss the condition in 10 CFR 50.55a(g)(6)(ii)(F)(11) requiring that dissimilar metal piping and vessel nozzle butt welds involving cast stainless steel materials, shall be performed with Appendix VIII, Supplement 9 qualifications, or qualifications similar to Appendix VIII, Supplement 2 or 10 using cast stainless steel mockups no later than the next scheduled weld examination starting after January 1, 2022. This meeting was held at Three White Flint North in Rockville Maryland and a teleconference number was provided for additional public participation.

Meeting Summary The U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of the Electric Power Research Institute (EPRI) to discuss the condition in Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(g)(6)(ii)(F)(11) requiring that dissimilar metal piping and vessel nozzle butt welds involving cast austenitic stainless steel (CASS) materials, shall be performed with Appendix VIII, Supplement 9 qualifications, or qualifications similar to Appendix VIII, Supplement 2 or 10 using cast stainless steel mockups no later than the next scheduled weld examination starting after January 1, 2022. ASME Code Section XI Appendix VIII requires that procedures, equipment, and personnel pass a rigorous set of performance demonstration tests using realistic test specimens. Currently welds with unacceptable inspection limitations caused by CASS need to be submitted to the NRC staff for review and approval.

The EPRI staff discussed the numbers of welds that would be covered under the condition, stating that very few welds would benefit from the use of improved inspections from a CASS component.

S. Ruffin Most dissimilar metal welds with a CASS component have either been mitigated using full structural weld overlays or mechanical stress improvement. Most other welds can be effectively examined from the ferritic steel component side. In addition, several of the test specimens currently used in the Performance Demonstration Initiative (PDI) include components with a CASS side, meaning that the PDI program is currently meeting the requirements of the condition. The EPRI staff stated that meeting the 2022 deadline would be very challenging and may not be required given how few welds would benefit from the program.

The NRC staff agreed that few welds had been submitted to the NRC for review and approval due to inspection limitations caused by CASS components. The NRC staff stated that they would consider the path forward relative to the condition in 10 CFR 50.55a(g)(6)(ii)(F)(11).
