SUBJECT: WATERFORD STEAM ELECTRIC STATION - NRC SECURITY INSPECTION REPORT 05000382/2015407 AND NRC INVESTIGATION REPORT NO. 4-2014-044 AND NOTICE OF VIOLATION
Dear Mr. Chisum:
This letter refers to the investigation conducted by the U.S. Nuclear Regulatory Commission's Office of Investigations at the Waterford Steam Electric Station to determine if willful security-related violations of NRC requirements occurred at the Waterford Steam Electric Station. The investigation was initiated on August 21, 2014, and completed on August 18, 2015. The NRC inspectors discussed the results of this inspection and investigation with Messrs. M. Chisum, Site Vice President; J. Jarrell, Regulatory Assurance Manager and Acting Director, Regulatory
and Performance Improvement; A. James, Security Manager; and other members of your staff on January 7, 2016. The inspectors documented the results of this inspection and investigation in the enclosed inspection report.
Based on the results of this inspection and investigation, the NRC has determined that two Severity Level IV violations of NRC requirements occurred.
These violations were evaluated in accordance with the NRC Enforcement Policy, which appears on the NRC's Web site at http://www.nrc.gov/about-rc/regulatory/enforcement/enforce-
pol.html. The violations are cited in the enclosed Notice of Violation and the circumstances surrounding them are described in detail in the subject inspection report. The violations are being cited in the Notice of Violation because they involved the willful failure to comply with
regulatory requirements by several security officers.
