These installations are described in'reports submitted to you by our letters dated November 6, 1980 and April 23, 1981.Our sleeving development program will be completed in the near future.The final sleeve design and installation procedures will be slightly different than previously described.

Since August, 1980 Rochester Gas and Electric has had a steam generator sleeving development program.The purpose of this program has been to provide an alternative tube repair technique to plugging.Five (5)test sleeves were installed in the B Steam Generator at Ginna during November, 1980.An additional sixteen (16)sleeves were installed during the Spring 1981 refueling outage.The operating experience to date with these installations has been favorable.

These installations are described in'reports submitted to you by our letters dated November 6, 1980 and April 23, 1981.Our sleeving development program will be completed in the near future.The final sleeve design and installation procedures will be slightly different than previously described.

We are now planning on implementation of this sleeving technique as a standard steam generator tube repair procedure.

In addition, we intend to preventatively sleeve several hundred sleeves in each steam geneiator over the next several years.This preventative sleeving program is scheduled to begin during our Spring 1982 refueling outage.It is planned.to continue this preventative sleeving program during each steam'enerator inspection until all tubes potentially subject to degradation are completed.

At the present time, the Ginna Inservice Inspection Program limits the maximum number of sleeves which may be installed QO~during each steam generator inspection to 25 per steam generator.

In order to implement the sleeving program outlined above, a proposed change to the Inservice Inspection Program is enclosed.This change deletes the 25 sleeve limitation.

Actual sleeve installation during the upcoming refueling outage at Ginna is not scheduled to commence until after April 20, 1982.With your concurrence, Rochester Gas and Electric will proceed to select participants for the board and establish the meeting arrangements and procedures.
