SERVINGPEOPLEc-NRCSPECIALREPORTIBCITYWATERSTORAGETANKINOPERABLE FORMAINTENANCE ASALLOWEDBYTECHNICAL SPECIFICATIONS At235IhoursonMay28,l987,theIACityWaterStorageTank(CWST)wasdeclaredinoperable aspartofscheduled repairstobeperformed onthetank.Recentinspections oftheIAandIBCWSTperformed onJanuary3,l987,revealedthatcorrosion pittingwastakingplaceontheinteriorshellofthetanks.Theprotective coatingisbeginning todeteriorate andsmallareasareexposedtotheenvironment.

Thisresultedinthepittingseeninthetanks.Eventhoughtheextentofthepittingwasnotofimmediate concernforthestructural integrity ofthetanks,itwasrecommended torepairthetankprotective coatingsystemtopreventfurthercorrosion.

TheIACWSTrepairswerecompleted onJanuary27,l987.ASpecialReportwaspreviously submitted byFPLletterL-87-6I,datedFebruary9,I987.Inaccordance withtheSt.LucieUnitIandUnit2Technical Specification 3.7.II.I,thisSpecialReportisbeingsubmitted tonotifytheNRCthattheIBCWSThasbeeninoperable forgreaterthantheallowedseven(7)days.Thefollowing istheplantorestoretheequipment tooperablestatus.Thereasonfordeclaring theequipment inoperable wasthemaintenance repairontheIBCWST.Thetankinnershellhasbeensandblasted andthecorrosion pittinghasbeenevaluated byFPLEngineering andChicagoBridgeIncorporated.

Weldrepairsarebeingperformed andtheprotective coatingwillbeappliedassoonasweldrepairsarecompleted.

Theexpectedcompletion dateofthetankrepairisJulyl5,I987.TheIACWSThasremainedoperabletosupplytheredundant firesuppression systemwhiletheIBCWSTisundergoing repairs.GRM5/0I7/2
