TitleStructuralEvaluationoftheSt.LucieS.GPackae(Non-ProrieiarvVersionCole.No.ST-257Rev.0Sheetlofl0IntroductionFloridaPower&Light(FPAL)CompanywillbereplacingthesteamgeneratorsattheirSt.LucieUnit1facility.Theoldsteamgenerators(OSGs)willbetransportedtoBarnwellSouthCarolinafordisposal.ThesteamgeneratorswillbetransportedunderDOTexemptionasalternativelypackagedradioactivematerialthatprovideequivalentsafetytothatofDOTIP-2packages.TheseIP-2packagesarerequiredby49CFR173.411tomeetthegeneralrequirementsof49CFR173.410andmustpreventlossordispersalofradioactivecontentsorsignificantincreasesintheexternalradiationdoserateswhensubjectedtothetestsprescribedin49CFR173.465(c)and(d),namely,1-footdropandcompressiontests.The1-footdroptestrequiresthatthepackagebedroppedinthemostvulnerableorientationsothatthemaximumdamageiscaused.Thespecialproceduresusedtohandlethesteamgeneratorsduringtransportationprovidesignificantincreasesinsafetyoveruncontrolledshipments,andprovidecontrolstopreventthesteamgeneratorsfrombeingdroppedinanarbitraryorientation.Fromthetimethepackagesarereadyforshipmenttothetimetheyarriveintheburialtrenchtheyarepermanentlytiedtoapairofsaddles.Eachsaddleisboltedtoamassiveframewhich,inturn,issecuredtoaselfpropelledmodulartransporter(seeFigure1fora.schematicofthetie-down).Thesteamgeneratorsareraisedandloweredonthecribbingusingthese&ames.Duringthisoperationtheassemblyisraisedbyonlyafewinchesabovethesupportpoints.Therefore,theonlyprobabledropthatcouldoccurisadropoftheassemblybyafewinchesoverthecribbing-pile.BecauseoftheQexibilityofthesupport-kameandthecribbingpileinvolvedinthisdrop,suchadropwillhaveaminoreffectonthesteamgenerator.Amuchmoreseveredrophasbeenpostulatedforanalyzingthesteamgeneratorforthecompliancewiththeregulatoryrequirement.Inthisscenario,thesteamgeneratorisdroppedonarigidsurfacefromaheightof1-footintheorientationitistransported.Sincethediameteroftheprimarysideofthesteamgeneratorsissmallerthanthatofthesecondary-side,suchadropwouldresultinaninitialimpactonthesecondarysideand-asecondimpact(slap-down)ontheprimarysideofthesegenerators.Itshouldbenotedthatforthetransportation,thesteamgeneratorsarerotatedinsuch'awaythatalltheirprotrusionsarewellaboveanimaginaryhorizontalplanedrawnatthebottomofthesteamgenerator(Figures2and3).Table1listsalltheprotrusionsandtheircircumferentialorientationfromaverticalplanepointingdownwards.Thus,forthepostulated1-footdrop,noneoftheprotrusionsonthesteamgeneratorwouldimpacttherigidsurface.Theprotrusionclosesttotheimpactpointare,(1)thesecondarymanway,and,(2)theprimaryinletnozzle.Thelowestpointofthesecondarymanwayis4.52"abovethehorizontalplane(seeFigure4)andthatoftheprimaryinletnozzleis2.68"abovethehorizontalplane(seeFigure5).Theanalysisperformedtocomplytheregulatoryrequirementof1-footdropofthepackageonanunyieldingsurfaceshowsthatduetosuchadrop, e
