RADIOLOGICALENVIRONMENTALSURVEYJanuary-December1994SUMMARYDuring1994,therewerenomeasurableinfluencesfromradioactiveeffluentreleases.RoutinemeasurementscontinuallyaretakenintheareassurroundingtheR.E.GinnaNuclearPowerPlanttodetermineifman-maderadioactivityisreleasedatalevelthatwouldcauseaninfluencetotheenvironssurroundingtheplant.Thesemeasurementsdetectednomeasurableactivityaboveestablishedbackgroundlevels.Samplesarecollectedonanestablishedscheduleforregulartestingtodetermineifmeasurablelevelsofactivityexistthatmaybeattributedtotheoperationoftheplant.Theinformationobtainedfrommeasurementsoftheseenvironmentalsamplesiscomparedtothecalculatedlevelsofpotentialactivityatthesamplinglocationsfromnormalplantreleasesasdeterminedbymonitorswithintheplanteffluentstreams.Samplesofwater,air,fallout,fish,vegetation,milkanddirectradiationarecollectedfromlocationsneartheplantthatweredeterminedtobeatthepointofhighestconcentrationfromreleasesthroughtheplantandcontainmentvents.Samplesarealsocollectedfromadditionallocationsatdistancesrangingouttoeighteenmiles.Referencesamplesforbackgroundmeasurementsarecollectedconcurrentlyfromlocationscalculatedtohaveradioactivityconcentrationslessthan1%ofthosefromtheclosersamplinglocations.Thesebackgroundsamplesprovidecontinuousbackgrounddatawhichmakesitpossibletodistinguishbetweensignificantradioactivityintroducedintotheenvironmentfromtheoperationoftheplantandthatintroducedfromothersources.During1994,1471sampleswerecollectedfor1900analysesforbetaandgammaemittersthroughgrossactivitycountingtechniquesandgammaspectroscopy.Thesetotal931airsamples,298watersamples,21fishsamples,8vegetationsamples,57milksamples,2speciallakesamplesand154thermoluminescentdosimetermeasurements.Aspartofarequiredqualitycontrolprogram,9EPAInterlaboratoryComparisonStudiessamples(spikedatlevelsexpectedtobeobservedforplantreleases)wereanalyzedandreported.AsummaryofthedatacollectedindicatingtheresultsofalldataforindicatorandcontrollocationsisgiveninTable1-1.

RADIOLOGICALENVIRONMENTALSURVEYJanuary-December1994SUMMARYDuring1994,therewerenomeasurableinfluencesfromradioactiveeffluentreleases.RoutinemeasurementscontinuallyaretakenintheareassurroundingtheR.E.GinnaNuclearPowerPlanttodetermineifman-maderadioactivityisreleasedatalevelthatwouldcauseaninfluencetotheenvironssurroundingtheplant.Thesemeasurementsdetectednomeasurableactivityaboveestablishedbackgroundlevels.Samplesarecollectedonanestablishedscheduleforregulartestingtodetermineifmeasurablelevelsofactivityexistthatmaybeattributedtotheoperationoftheplant.Theinformationobtainedfrommeasurementsoftheseenvironmentalsamplesiscomparedtothecalculatedlevelsofpotentialactivityatthesamplinglocationsfromnormalplantreleasesasdeterminedbymonitorswithintheplanteffluentstreams.Samplesofwater,air,fallout,fish,vegetation,milkanddirectradiationarecollectedfromlocationsneartheplantthatweredeterminedtobeatthepointofhighestconcentrationfromreleasesthroughtheplantandcontainmentvents.Samplesarealsocollectedfromadditionallocationsatdistancesrangingouttoeighteenmiles.Referencesamplesforbackgroundmeasurementsarecollectedconcurrentlyfromlocationscalculatedtohaveradioactivityconcentrationslessthan1%ofthosefromtheclosersamplinglocations.Thesebackgroundsamplesprovidecontinuousbackgrounddatawhichmakesitpossibletodistinguishbetweensignificantradioactivityintroducedintotheenvironmentfromtheoperationoftheplantandthatintroducedfromothersources.During1994,1471sampleswerecollectedfor1900analysesforbetaandgammaemittersthroughgrossactivitycountingtechniquesandgammaspectroscopy.Thesetotal931airsamples,298watersamples,21fishsamples,8vegetationsamples,57milksamples,2speciallakesamplesand154thermoluminescentdosimetermeasurements.Aspartofarequiredqualitycontrolprogram,9EPAInterlaboratoryComparisonStudiessamples(spikedatlevelsexpectedtobeobservedforplantreleases)wereanalyzedandreported.AsummaryofthedatacollectedindicatingtheresultsofalldataforindicatorandcontrollocationsisgiveninTable1-1.

2.2RegulatoryFulfillmentThefulfillmentoftheTechnicalSpecificationrequirementsshallbedemonstratedwhen:SecificationTheradiologicalenvironmentalmonitoringsamplesshallbecollectedpursuanttoTable3.16-1.AcceptablelocationsareshownintheODCM.SamplesshallbeanalyzedpursuanttotherequirementsofTables3.16-1and4.10-1.Alandusecensusshallbeconductedannually(betweenJune1andOctober1).AsummaryoftheresultsobtainedaspartoftherequiredInterlaboratoryComparisonProgramshallbeincludedintheAnnualRadiologicalEnvironmentalOperatingReport.2.3DeviationsfromtheSamplingScheduleDeviationsfromthesamplingscheduleareallowedwhensamplesareunavailableduetohazardousconditions,seasonalvariationsormalfunctionofautomaticsamplingequipment.Therewerenodeviationsfromthesamplingscheduleduring1994.TheminimumnumberofsamplesrequiredinTechSpecTable3.16-1werecollectedforallpathways.
