The purpose of this Regulatory Conference is to discuss a preliminary Yellow finding and associated violation of 10 CFR 50.54(q). The issue involves the failure to maintain emergency plans and procedures which meet the standards in 10 CFR 50.47(b) for the development of a range of protective actions for, and providing information to, the public located in the facilitys owner controlled area.

The issue is addressed in NRC Inspection Report 50-458/02-05.
