==Dear NRC:==

I am taking the time to write you this letter because I believe that the governmental authorities and private corporations in this country take an extremely-narrow-minded approach to both studying (analyzing) and addressing (solving) the environmental issues that grow more serious with each passing year.
At the top of the list of environmental issues would be energy issues, and I should mention here that I am not necessarily opposed to nuclear power, as I believe that it probably the ultimate solution to many, many problems (unless, of course, someone eventually gets serious about solar energy and the current disregard for the daily wasting of countless millions of watts of free energy dumped on this planet every day, gratis, by the sun).
Unfortunately, the decisions made regarding energy issues in this country appear to be overly-influenced by the narrow economic interests of the aforementioned private corporations, which appear to exercise undue influence over the decisions of the aforementioned governmental authorities,        of whom appear to be seeking, as their ultimate goal, their own material comfort, because they have lost touch (if they ever were in touch) with things that actually matter and which they will never appreciate until the day comes when those true blessing are gone, never to be retrieved.
In particular, having lived in Northeast O h i o e o f my life, I should mention here that I have become aware of far too many just- lain-goofl incidents occurring in connection with Davis-Besse, and I say that with a full five i!  years of Mechanical Engineering Education at two (2) universities and therefore have Some owledge concerning elements of physics and the practical applications of industrial design, as related to problems the solutions to which are found in physical reality, not corporate accountants ledgers.
To summarize:          It is my position, based upon many years devoted to both study and application regarding issues of design and engineering, that there are rn problems that cannot be solved. There are only problems that are not solved, due almost entirely to the wrong kinds of people being vested with the wrong kinds of authority, who have the wrong kinds of motives, and therefore seek the wrong kinds of solutions (if, in fact, their actions can reasonably be interpreted as actually seeking solutions, as compared with attempting to sweep more dirt under a carpet already-lumpy with piles of dirt).
In other words, the problem with nuclear power is not nuclear power itself. The problem is that Dr. Frankenstein was smart enough and ambitious enough to cobbled together his enormous monster, but he is too stupid and lazy to control it when the neighbors complain that it fs fansacking the village.

==Dear Mr. Caldwell:==

arent who lives in the communi9 of Westlake, Ohio. I also work in health I a mah care a d ? gePday after day the issues we must deal with including cancer, heart disease, stroke, and traumatic injuries. Our health care system is in crisis, with dwindling numbers of health care workers who must care for greater numbers of an elderly population struck with these diseases. We cannot afford any additional burdens on the health care system, and I believe an accident at the Davis-Besse Plant would unnecessarily add to that burden. I also enjoy the great lakes for swimming, boating, and vacationing. It is a great natural resource and needs to be protected for those of us who need it and enjoy it.
The NRCs top priority should be public safety.. .period. I am an infection control practitioner and I deal every day with consideration of public safety as it relates to the control of communicable diseases. It is not easy to make the right decisions, but they must ALWAYS be in the public interest. The Davis-Besse nuclear must be kept closed.
The risk is not worth the reward.. .somethingthat you must ask yourself.
I would appreciate your prompt response to this plea.
Sincerely, m
Debra Winar

Look me in the eye and tell me Davis-Besse is safe Dear Mr. Caldwell I am writing to you with concerns over the Davis-Besse Nuclear power plant and its safety issues. My major concern is my family and what could happen to them if there was a plant failure. A major decision lies in your hands, and I would hope that you do not restart Davis-Besse.
I have yet to see a major corporation concerned with the publics safety, thus the reason we have such organizations as the NRC. It is your number one job to make sure the public is safe, and not to worry about what problems First Energy could run into if that reactor never starts again.
Im looking forward, to hear from you in the very near future about your decisidns you make.
Thank you for the time, Michael A Stetz

==Dear Mr. Caldwell,==

I was solicited this evening by the Ohio Citizen Action organization to participate in a coalition to take action against the Davis-Besse nuclear plant. I am in 100%
support of nuclear power generation provided it is done safely.
I am not happy with the defects and concerns found recently with the Davis-Besse plant over the past few years. This frightens me tremendously and I am participating in this organization to ensure that fool-proof defect correction occurs. The safety of our community, our Great Lakes, and surrounding environment are of major concern. If corrections are amiss, I agree with a power-down of the plant and substitution of coal - fired energy.
I am a total supporter of nuclear energy. I am embarrassed and frustrated by the operations of Davis-Besse. I hope actions will be taken to make high quality corrections to the facility that can leave our community with peace of mind. We should not have to fear of the worst because of mismanagement, oversight of quality, and negligence; all of which are totally unacceptable. Priorities have been amiss and should be corrected.                        L-n                                    A

==Dear Jim,==

I am very concerned with safety issues at the Davis Bessie nuclear plant here in Ohio. I live i          Ohio and a problem with this plan; could potentially arm the                thus putting us all at risk. Your commissions top priority must be safety, not first Energys schedule. Please keep the DavisBessie plant closed.
Sincerely, Clifford Thomas

ew My family and me are residents of                            hio, probably less iles of the Davis-Besse                            plant. We are than extre      concerned about the safety of this plant due to its two near disasters in 1985 and 2002.
Obviously the NCR's top priority should and must be public safety and not whatever it is that First Energy requests and dictates.
Certainly it goes without saying what a horrible disaster would befall us should this facility have a melt-down. Don't we presently have enough safety concerns in this great country of ours. Shouldn't it be a "no brainer" that this facility be closed since obviously we are flirting with a disaster of our "own making?" As the sentence above states, "Look me in the eye and tell me Davis-Besse is safe."
Can you in your heart of hearts do that?
As a family, we are requesting that you, as Regional Administrator of the U.S. Nuclear Regulatory Commission, keep the Davis-Besse nuclear reactor closed permanently! We don't want another "Chernobel" scenario in w o u n t y _____-__-__                do you?????
Please respond to this letter and keep us apprised of this very serious situation.
Sincerely yours, Albert  & Eileen Trimboli

==Dear Mr. Caldwell:==

My wife Linda and I have lived in t h m a r e a for overmyears. During this time we have always enjoyed the beauty of Northern Ohio and especially Lake Erie. We are concernedthat any type of near nuclear meltdown within the Davis-Besse facility would destroy Lake Erie and surrounding wetlands, not to mention the effect it would have on the surrounding population. Since our, and surrounding communities rely heavily on Lake Erie as a natural resource, it is essential that First Energy be held accountable for any violations in the operations of the Davis-Besse facility. It is the responsibilityto the American public that the NRC closely monitors the safe operations of this country's Nuclear power plants. With run away operating and maintenance costs,corporationsare forced to cut manpower and budgets. These budget cuts can lead to near disasters such as the hole found in the DavisBesse reactor. Northern Ohio does not want to be the next %Mile Island disaster.

I am a resident of                living downwind from the Davis-Besse nuclear planpand within five miles of the Perry nuclear plant. I am concerned about the safety of these nuclear plants.
Any accident at these facilities would greatly impact the quality of life in this area for a long period of time.
The Nuclear Regulatory Commission primary concern should be public safety. Not the profits of the electric companies.
Therefore I ask you to keep the Davis-Besse nuclear reactor closed until all safety issues are addressed and implemented. It should not be started up just to fit FirstEnergys schedule.
Sincerely, ChTUZ Carl Thomas Engel

I am privileged to be able to write you and share my concerns about the Davis-Besse nuclear plant. 1 am a resident of 1                                hear and I am @    -atP I am concerned about the ineffective controls in place at this plant. The ineffective controls include operational controls, such as in-plant safety inspections, NRC routine compliance inspections, and technical safety systems provided for plant and community safety.
These systems need to be upgraded on all counts. First Energy needs to correct the problem (the hole), then correct the behavior that allowed the problem to occur.
The NRC would do well to push for a limited number of reactor designs which would better promote preventative maintenance and problem solving.
Thank you for you4r time and please KEEP DAVIS-BESSE CLOSED until the problems have been resolved.

On behalf of my family, as well as my community, I am requesting your help in ensuring the Davis-Besse nuclear reactor remains closed.
The safety problems at this facility that have come to light have caused me great concern, and I find it impossible to trust that this power plant can operate with the degree of safety that I want from a nuclear reactor in my community. FirstEnergys scheduling dilemma must remain subordinate to the importance of public safety.
Please let me know as soon as possible that you will help me safeguard the health of my family by supporting keeping Davis-Besse off-line. Thank you.

==Dear Mr. Caldwell,==

1 am writing this letter to ask you to keep the Davis-Besse nuclear reactor closed. There are too many safety issues involved.
The risks far outweigh the benefits of its continued operation. It would be much too dangerous for us all. Studies have showed hazards relating to the health of thousands of people that would be effected by a core meltdown. The damage to Lake Erie could not be reversed. Millions of people rely on it the provide drinking water.
What is more important to the Nuclear Regulatory Commission the safety of millions of people or the profits for First Energy?
I would like a response to my letter.

3 Mi Jim Cadwell, Regional Administrator U.S. Nuclear Regulatory Commission 80 1 Wmenville Road Lisle, IL 60532-4351 Dear Mr. Caldwell I am writing to you to clearly communicate my strong feelings that the Perry Nuclear Power plant remain closed and to remind you of the NRCs number priority which is supposed to be public safety, not big business interest.
I do understand the complexity of how large, publicly traded power companies are intimtely intertwined with our overall economy. I also understand the demand that consumers put on large energy corporations while at the same time they are forced to respond to the demands of their shareholders. I am not entirely opposed to nuclear power but remain highly skeptical of the ability of publicly traded, deregulated corporations to make safety their number one concern over profitability.
Understanding all of this, I reiterate to you, the Perry Nuclear Power Plant must remained closed. First Energy has demonstrated their inability to operate the facility safely. The frightening truths continue to emerge. What else do you OT the public need to know in order to make the determination that First Energy is unable to operate safely? My family and I are one of almost 2.5 million people who live in
-suburbs              that could be hurt or killed if a major accident occurred at Perry. I ask you to read that sentence again and ask yourself if you want to contribute to or support the possibility of that happening. Your role with the NRC puts you squarely behind the eight ball. You have the authority to make sure this plant remains closed. We are counting on you to make the right decision.
Please contact me at your earliest convenience to let me know how you plan to proceed with the Perry plant. Also, Id like to know if you have any suggestions for me and my family so that we can M e r support our strong belief        future and the need for safe, sustainable power.

The top priority in my life is the health and safety of my family and my community. I believe that the Davis-Besse nudear power plant poses a threat to the safety of all Ohio citizens and to the environment. It is time for us to spend our time and resources conserving energy and protecting the environment and the citizens of our state. We are all on this planet together. Protection of our environment should be a top priority. And, most cqtainly, you have an enormous responsibility to protect the health of the citizens in your region. Please keep the Davis-Besse nuclear reactor closed. Thank you for your concern.

As a resident of northeast Ohio,I am concerned about potential hazards should the Davis-Besse nuclear power plant reopen. Of primary concern are risks to our environment and to public health. While I recognize the need for FirstEnergy to maintain its profitability as a business, public health and our environment are far more pressing priorities. As such, I add my voice to those of many Concerned citizens is asking you to do all you can to make sure the Davis-Besse facility remains closed. Thank you.

Lisle, IL 60532-435 1 Look rne.in the eye Mr. Caldwell:            and tell me Davis-Besse is safe My name is Marianna Macie. My husband Jason and I live                                ,Ohio. We are concerned about the safety of the Davis-Besse nuclear power plant.                                er an hour away from the plant, we are very close to the Lake and we drive along Route 2 very firequently on trips to Michigan to visit my family.
The beaches in our area have already.beenclosed several times this summer for pollution. We choose not to go to the beach for this reason, which is sad, because many of them are so close and beautiful. We have also paid quite a bit of money to have a water system put into our home so that we feel more confident about drinking it-- and it tastes better. I already wonder if any of this pollution is due to the problems Davis-Besse has had.
Please keep these things in mind as you address the issues with Davis- Besse. The plant needs to remain closed until it is able to correct its problems--if it is. I understand peoples jobs are at stake, but so are peoples lives.

==Dear Jim Caldwell,==
7-28-03 I am writing in regards to Davis-Besse. I am shocked to hear that after 2 near disasters, First Energy is still considering reopening the plant. Im a resident of 7
I am concerned for the safety of my family and others in the Great La es Region.
Although Ohios seven lakeshore counties earned $7.4billion in 1999 from travel and and tourism, the region could make even more if we spend more money on fixing Lake Erie rather than fixing a nuclear power plant. I would not want to risk damaging the lake even more than it already is. The biggest complaint I get fiom tourists and people who moved to Cleveland is how nasty the lake is and how the city smells. Its no wonder so many people I know are moving out of state. Let me remind you that the NRCs top priority is public safety and not First Energys schedule. I am asking you to keep the Davis-Besse nuclear reactor closed! Please respond immediately!

FirstEnergy has had their own problems and we do need electricity. There must be a better way to provide the public with this utility than to take chances with Davis-Besse plant. The public safety should be your first concern.
Please keep the Davis-Besse nuclear reactor closed. Don't do what the Russians did and ignore the seriousness of this situation.
Thank you.

==Dear Mr. Caldwell,==

As a lifelong resident on the shores of Lake Erie, I am concerned about the safety of the Davis-Besse Nuclear Power Plant.
I would like to be able to see my grandchildren enjoy the lake as we did.
I currently live in the shadows of the Perry Plant, so the safety of the reactors should be a top priority.
I would urge the NRC to please keep the reactor shut down.
Thank you for your consideration,            c-.
