I believe it is of the utmost importance to consider the spent fuel pool at the Pilgrim Plant in Plymouth, MA in regards to any environmental impact study. This spent fuel pool has been allowed to be "double racked" which I do not believe was considered in the licensing of Pilgrim from the original construction and environmental impact statements at the time. I believe that this practice of "double racking" has as much to do with public health and environmental concerns as any consideration of the reactor vessels integrity and so on. Loss of coolant from this spent fuel pool(') (which was never intended to house so many spent fuel rods) could lead to a catastrophic release of radioactive (Cesium 137) and possible fire, that I believe isvery much in the interest of both the public's health (many casualties and long term health concerns) and the environment (making a very large amount of the surrounding area uninhabitable for both humans and wildlife) for many, many years.
