KEWAUNEE POWER STATION NRC INSPECTION REPORT 0500030512014401 and 07200064/2014401 REPLY TO NOTICE OF VIOLATION (EA-14-231) AND STATEMENT AS TO PAYMENT OF CIVIL PENALTY (EA-14-231)

By letter dated March 31, 2015 (Reference 1), the Nuclear Regulatory Commission (NRC) identified a violation of NRC requirements at Kewaunee Power Station and issued a Notice of Violation (EA-14-231) and proposed imposition of a civil penalty in the amount of $17,500.

The violation (VIO 05000305/2014401-01, 07200064/2014401-01) involved changes made to the Physical Security Plan and Guard Training and Qualification Plan that decreased the safeguards effectiveness of the plans without NRC prior approval as required by 10 CFR 50.54(p).

Pursuant to the requirements of 10 CFR 2.201, the attachment to this letter provides Dominion Energy Kewaunee, Inc.'s (DEK's) Reply to Notice of Violation, EA-14-231. Payment of the proposed civil penalty was submitted on April 17, 2015 by electronic funds transfer.
