By letter dated February 25, 2002 (Reference 1), the Nuclear Regulatory Commission (NRC) issued an Order for Interim Safeguards and Security Compensatory Measures to all operating nuclear power reactor licensees (EA-02-026). Southern California Edison (SCE) responded to the Order on March 18, 2002 (Reference 2) for the San Onofre Nuclear Generating Station, Units 2 and 3.

Document Control Desk Security-Related Information Withhold from public disclosure December 17, 2015 Cover letter decontrolled upon removal of Enclosures By letter dated June 12, 2013 (Reference 3), Southern California Edison (SCE) submitted a certification to the NRC indicating its intention to permanently cease power operations at SONGS Units 2 and 3. On June 28, 2013, SCE submitted a certification of permanent removal of fuel from the reactor vessel for SONGS Unit 3 (Reference 4). On July 22, 2013, SCE submitted a certification of permanent removal of fuel from the reactor vessel for SONGS Unit 2 (Reference 5). Upon docketing of these certifications, the 10 CFR Part 50 licenses for SONGS Units 2 and 3 no longer authorize operation of the reactor or emplacement or retention of fuel into the reactor vessel, as specified in 10 CFR 50.82(a)(2).

Pursuant to Section Ill of Order EA-02-026, a request to rescind Interim Compensatory Measure (ICM) B.1.a is provided in the Enclosure to this letter. This rescission request is part of the transition from an operating station to a permanently defueled station.

The Enclosure to this letter contains Security-Related information as defined by 10 CFR 2.390 and should be withheld from public disclosure.
