NRC SPECIAL REPORT IB CITY WATER STORAGE TANK INOPERABLE FOR MAINTENANCE AS ALLOWED BY TECHNICAL SPECIFICATIONS At 235I hours on May 28, l987, the IA City Water Storage Tank (CWST) was declared inoperable as part of scheduled repairs to be performed on the tank.
Recent inspections of the IA and IB CWST performed on January 3, l987, revealed that corrosion pitting was taking place on the interior shell of the tanks. The protective coating is beginning to deteriorate and small areas are exposed to the environment. This resulted in the pitting seen in the tanks. Even though the extent of the pitting was not of immediate concern for the structural integrity of the tanks, it was recommended to repair the tank protective coating system to prevent further corrosion. The IA CWST repairs were completed on January 27, l 987. A Special Report was previously submitted by FPL letter L-87-6 I, dated February 9, I 987.
In accordance with the St. Lucie Unit I and Unit 2 Technical Specification 3.7.I I.I, this Special Report is being submitted to notify the NRC that the IB CWST has been inoperable for greater than the allowed seven (7) days. The following is the plan to restore the equipment to operable status. The reason for declaring the equipment inoperable was the maintenance repair on the IB CWST.
The tank inner shell has been sandblasted and the corrosion pitting has been evaluated by FPL Engineering and Chicago Bridge Incorporated. Weld repairs are being performed and the protective coating will be applied as soon as weld repairs are completed. The expected completion date of the tank repair is July l5, I 987. The I A CWST has remained operable to supply the redundant fire suppression system while the IB CWST is undergoing repairs.
