Dear Mr. Stolz:

L As requested in your letter dated November 28, 1977, we have prepared the attached draft interim fire protection Technical Specifications for Davis-Besse Nuclear Power Station Unit No. 1.

These proposed Technical Specifications consist of the enclosure to your November 28, 1977 letter modified as appropriate for Davis-Besse Unit I with discussion where considered necessary.

As related to your Licensing Project Manager, Mr., Leon Engle, we were unable to provide this License Amendment Request consisting of these proposed Technical Specifications by December 7, 1977, but have endeavored to submit them as soon as possible. In order to support the desired issuance of these fire protection Technical Specifications by December 31, 1977, we are treating the submittal of these Technical Specifications as an emergency Technical Specification change request. A safety evalua-tion for these proposed Technical Specificat. ions has not been prepared.

However, the Fire Hazard Analysis Report for DavisBesse Unit 1 submitted to the NRC on February 11, 1977, provides the safety considerations for the fire protection systems at Davis-Besse Unit 1.

This " Fire Hazard Analysis Report for Davis-Besse Unit 1" has been under continuing review by our staff and your review staff, and an amendment to the report is scheduled for submittal to you on December 16, 1977.

We understand that your staff will be contacting us in the near future if there are any questions concerning the enclosed proposed Technical Specifications.
