In accordance with the provisions of 10 CFR 50.90, Southern Nuclear Operating Company (SNC) is submitting a request for an amendment to the technical specifications (TS), for Joseph M. Farley Nuclear Plant (FNP) Unit 1 Renewed Facility Operating License NPF-2 and Unit 2 Renewed Facility Operating License NPF-8, and Vogtle Electric Generating Plant (VEGP) Unit 1 Renewed Facility Operating License NPF-68 and Unit 2 Renewed Facility Operating License NPF-81.
In accordance with the provisions of 10 CFR 50.90, Southern Nuclear Operating Company (SNC) is submitting a request for an amendment to the technical specifications (TS), for Joseph M. Farley Nuclear Plant (FNP) Unit 1 Renewed Facility Operating License NPF-2 and Unit 2 Renewed Facility Operating License NPF-8, and Vogtle Electric Generating Plant (VEGP) Unit 1 Renewed Facility Operating License NPF-68 and Unit 2 Renewed Facility Operating License NPF-81.
The proposed amendment would modify the FNP and VEGP TS by removing the specific isolation time for the isolation valves from the associated standard technical specifications surveillance requirements. Enclosure 1 provides a description of the proposed change, the requested confirmation of applicability, and plant-specific verifications . Enclosure 2 provides the existing TS pages marked up to show the proposed change. Enclosure 3 provides revised (clean) TS pages. Enclosure 4 provides the existing TS Bases pages marked up to show the proposed change (for information only).

Both the FNP and VEGP MSIV system design includes two MSIVs per steam line instead of one MSIV per steam line. Since LCO 3.7.2 requires both MSIVs per steam line to be operable in the FNP TS and the VEGP TS, the closure time requirement would apply to all the MSIVs. This plant-specific design difference does not impact the intent or application of the proposed change and, therefore, is not considered to be a significant difference and the model SE continues to be applicable.

In accordance with the provisions of 10 CFR 50.90, Southern Nuclear Operating Company (SNC) is submitting a request for an amendment to the technical specifications (TS), for Joseph M. Farley Nuclear Plant (FNP) Unit 1 Renewed Facility Operating License NPF-2 and Unit 2 Renewed Facility Operating License NPF-8, and Vogtle Electric Generating Plant (VEGP) Unit 1 Renewed Facility Operating License NPF-68 and Unit 2 Renewed Facility Operating License NPF-81.

The proposed amendment would modify the FNP and VEGP TS by removing the specific isolation time for the isolation valves from the associated standard technical specifications surveillance requirements. Enclosure 1 provides a description of the proposed change, the requested confirmation of applicability, and plant-specific verifications. Enclosure 2 provides the existing TS pages marked up to show the proposed change. Enclosure 3 provides revised (clean) TS pages. Enclosure 4 provides the existing TS Bases pages marked up to show the proposed change (for information only).

SNC requests approval of the proposed license amendment by June 15, 2020 with the amendment being implemented within 90 days of issuance.

In accordance with 10 CFR 50.91 (b)(1 ), a copy of this application, with enclosures, is being provided to the designated State of Alabama and State of Georgia officials.

- Description and Assessment 1.0 Description The proposed amendment would modify technical specifications by removing the specific isolation time for the isolation valves from the associated standard technical specifications

{STS) surveillance requirements (SRs).

The changes are consistent with Nuclear Regulatory Commission (NRC) approved lndustry!Technical Specification Task Force (TSTF) TSTF-491 Revision 2. The availability of this TS improvement was published in the Federal Register on December 29, 2006 as part of the consolidated line item improvement process (CLIIP).

2.0 Assessment 2.1 Applicability of TSTF-491 and Published Safety Evaluation Southern Nuclear Operating Company (SNC) has reviewed TSTF-491 (Reference 1),

and the NRC model safety evaluation (SE) (Reference 2) as part of the CLIIP. SNC has concluded that the information in TSTF-491, as well as theSE prepared by the NRC staff, are applicable to Farley Nuclear Plant (FNP) Units 1 and 2 and Vogtle Electric Generating Plant (VEGP) Units 1 and 2 and justify this amendment for the incorporation of the changes to the FNP and VEGP TS.

2.2 Optional Changes and Variations SNC is proposing the following variations from the TS changes described in the TSTF-491, Revision 2, or the applicable parts of the NRC staff's model SE referenced in the Federal Register on October 5, 2006. These differences are considered acceptable as not significant variations in TSTF-491 and the NRC staff's model SE.

SNC has adopted TSTF traveler TSTF-545 in the FNP and VEGP TS that is not shown in the STS markups of TSTF-491. TS 5.5.8, "lnservice Testing Program," was deleted in the FNP and VEGP TS and a new defined term, "INSERVICE TESTING PROGRAM,"

was added to Section 1.1 of the TS. References to the "lnservice Testing Program," in the TS SRs and associated Bases, are replaced with "INSERVICE TESTING PROGRAM" so that the SRs refer to the new definition in lieu of the deleted program.

FNP and VEGP adoption of TSTF-545 was approved on June 30, 2017 (Reference 3).

Other editorial differences between the plant-specific TS SRs and the SRs in the STS markups of TSTF-491 are as follows:

The applicable SRs in both FNP and VEGP TS refer to verifying "closure" time instead of "isolation" time. The words isolation and closure are used interchangeably in the STS bases for SRs 3.7.2.1 and 3.7.3.1 and, therefore, this minor difference does not alter the SR intent.

In the FNP TS 3.7.3, the main feedwater isolation valve is referred to as the main feedwater (FW) stop valve. This is a nomenclature difference.

The differences in the SRs and associated bases as a result of adopting TSTF-545 and other plant-specific editorial differences do not modify the intent or application of the proposed change, are considered not significant, and the model SE continues to be applicable.

- Description and Assessment The FNP and VEGP main steam isolation valve (MSIV) system design is different than the STS MSIV design specified in the model SE. Both the FNP and VEGP MSIV system design includes two MSIVs per steam line instead of one MSIV per steam line. Since LCO 3.7.2 requires both MSIVs per steam line to be operable in the FNP TS and the VEGP TS, the closure time requirement would apply to all the MSIVs. This plant-specific design difference does not impact the intent or application of the proposed change and, therefore, is not considered to be a significant difference and the model SE continues to be applicable.

FNP TS Variations SR 3.7.3.1 does not specify a closure time for the main FW stop valve, main FW regulating valve or associated bypass valve. The closure time for each valve is verified in accordance with the time requirement in the inservice testing program. This is consistent with the statement in the STS SR 3.7.3.1 bases. As such, SR 3.7.3.1 is being revised consistent with TSTF-491 and the statement regarding closure time in accordance with the inservice testing program is relocated to the TS bases. Since the valve closure timing is not specifically addressed in SR 3.7.3.1, this value is not relocated to a licensee controlled document (i.e., Technical Requirements Manual) and the bases is revised to reflect this difference. This difference does not impact the intent or application of the proposed change, is considered not significant, and the model SE continues to be applicable.

VEGP TS Variations SR 3.7.2.1 refers to the MSIV system. The TS Bases describes the MSIV system consisting of an MSIV and associated bypass valve. Closing the two MSIV systems on a steam line isolates each steam generator from the others, and isolates the turbine, steam dump system, and other auxiliary steam supplies from the steam generators.

Both MSIV systems in each steam line are required to be operable to meet LCO 3.7.2, therefore, SR 3.7.2.1 would apply to both MSIV systems per steam line. The bases is revised to reflect this difference. This design difference does not impact the intent or application of the proposed change, is considered not significant, and the model SE continues to be applicable.

SRs 3.7.2.1 and 3.7.3.1 contain the added phrase, "... on an actual or simulated actuation signal." These SRs effectively combine the STS SRs (i.e., SRs 3.7.2.1 and 3.7.2.2; and SRs 3.7.3.1 and 3.7.3.2) to verify the isolation time of each valve and ensure that each valve actuates on an actual or simulated signal. In addition, a note is applied to VEGP SR 3.7.3.1 allowing entry into and operation in mode 2 prior to performing the SR. The bases is revised to reflect these differences. These plant-specific differences do not impact the intent or application of the proposed change, is considered not significant, and the model SE continues to be applicable.

3.0 Regulatory Analysis 3.1 No Significant Ha~ards Consideration Determination Southern Nuclear Operating Company (SNC) has reviewed the proposed no significant hazards consideration determination (NSHCD) published in the Federal Register as part of the consolidated line item improvement process (CLIIP). SNC has concluded that the E1-2

- Description and Assessment proposed NSHCD presented in the Federal Register notice is applicable to FNP and VEGP and is hereby incorporated by reference to satisfy the requirements of 10 CFR 50.91 (a).

3.2 Verifications and Commitments As discussed in the notice of availability published in the Federal Register on December 29, 2006 for this TS improvement, plant-specific verifications were performed as follows:

In addition, SNC has proposed TS Bases consistent with TSTF-491 which provide guidance and details on how to implement the new requirements. Finally, FNP and VEGP TS have a Bases Control Program consistent with Section 5.5 of the Standard Technical Specifications (STS).

4.0 Environmental Evaluation The amendment changes requirements with respect to the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20. The NRC staff has determined that the amendment adopting TSTF-491, Rev 2, involves no significant increase in the amounts and no significant change in the types of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that TSTF-491, Rev 2, involves no significant hazards considerations, and there has been no public comment on the finding in Federal Register Notice 71 FR 193, October 5, 2006.

Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
