Pilgrim Station, Unit 2, listed on page III-5 and in Table E-15 of the Forecast to be in service in 1982 is now scheduled to be in service in 1985. Although the Company is continuing in its efforts to obtain a construction permit as soon as possible, recent estt.ater made by the Company for financial planning purposes have assumed the grant of a construction permit as of April of 1981-one year from sow.

This assumption, with field construction and low power starting time added, implies an in-service date of the unit in 1987.

It is, however, l

an assumption, and not either a prediction nor an announcement.

PLANNED FACILITY (Forecast Page III-20)

The proposed oil terminal and storage facility to be located at l

Mystic Station, Everett, Massachusetts was approved by the Energy Tacilities Siting Council in December 1976. The two oil tanks were placed into service on July 1,1978. However, the berthing facility has been deferred pending the otstcome of further Company evaluations.

On September 21, 1979, Boston Edison Company filed Occasional Supple-1 meat to Annual Supplement 1-C where the Company requested the Energy j

Facilities Siting Council's approval for the installation of a third 250,000 barrel oil storage tank at the Mystic Generating Station. A i

j full description of the facility is included also in this rapplement starting on page I-15.

The Energy Facilities Siting Council approved the additional storage tank facility on April 7, 1980.

ADDITIONAL MJEL OIL STORAGE FACILITT MYSTIC STATION, EV15tETT, MASSACHUSETTS The request for the Energy Facilities Siting Council's approval of this facility was filed on September 21, 1979 as an Occasional Supplement to Boston Edison Company's Annual Supplement 1-C, EFSC Docket 79-12A.

On January 25, 1980 Boston Edison Company filed an amendment to the Occasional j

Supplement. The amendment contained an explanation why the physical location of the proposed fuel storage facility should be changed from the originally j

proposed location.

The currently desired in-service date for this project is June 1,1981. The description of the facility and the amendment appear on the following pages.

The Energy Facilities Siting Council approved this facility on April 7,1980.

Additional Fuel Oil Storage Facility Mvstic Station, Everett, Massachusetts B.

Facility Description Boston Edison Company proposes to install an additional fuel oil storage facility at Mystic Station in Everett. The current estimated cost for the project is,$4,080,000. The proposed facility would increase the pres-ent on site oil storage capacity by 250,000 barrels or from 590,000 barrels barrels. This capacity increase would improve Company's to 840,000 average number of days of maximum on site storage from 29 days tc 41, days.

This increased inventory will substantially assist in mitigating

problems the Company has experienced resulting from tanker delivery delays. It will also provide additional protection against ex-i hausting the supply of fuel at Mystic Station. In the unfortunate event c'. station shutdown due to exhaustion of fuel supply, replacement power costs, presently estimated to be $90,000 for an average load day and as high as $250,000 for a peak load day, could be encountered.

The project is proposed basically as insurance against the fuel sup-ply and delivery schedule uncertainties of the Lunediate and fore-r seeable future. In addition, it will provide the opportunity to l

improve the dollar average cost of fuel oil since additional storage capacity will be available for spot purchases.

The proposed oil storage faci.ity would be located in an area east of the existing 345kV switchyard. The tank will be a standard API welded steel above ground tank with a steel dike. Tank size will be 178 feet diameter and 56 feet high. Tank dike will be 252 feet diameter by 28 feet high.

The installation will include tank and dike foundations, steam and oil Fuel oil piping, fire protection systems, lighting and power supply.

The fuel oil tank will be equipped with remote reading tank level and temperature instruments similar to the existing tanks.

A 24" oil delivery line will be extended from the existing tank farm to the new tank. The new storage tank will be interconnected with the

existing fuel oil storage tanks by piping.

The Company would plan to commence construction of this facility as soon as practicable so that the project can be completed by the spring of 1981.

PROPOSED NEW LOCATION OF THE ADDITIONAL 250,000 BBL FUEL OIL STOMGE FACILITY Upon completion of the soil investigation from borings taken in the originally proposed location for the fuel oil storage facility, our soil consultant, Geo-technical Engineers have advised us that the soil conottions benea% that lo-cation are poor and that it would require an estimated tdditional expenditure of $300,000 to construct a suitable foundation for the tank. The new foundation scheme will also require additional 2 to 3 months in construction schedule.

Alternate scheme to build the tank on the present location, utilizing pile foun-dation would be even more expensive and could cost. as high as $2,000,000. Geo-technical Engineers have recommended that the present tank location be moved approximately 115 f t. northward. The preliminary soil investigation indicates that the soil conditions in the new location are such that they would not warrant i

any additional tank foundation costs. We have evaluated this alternative and have determined that moving the present location to approximately 115 ft. north is more economical than building the tank at the present location.

EXISTING AND PROPOSED TRANSMISSION AND SUBSTATION FACILITIES 1980 - 1989 The transmission and substation facilities proposed in the Forecast, filed April 30, 1976, have been reviewed to incorporate the latest available infor-mation regarding each facility. The most recent information was obtained and new projections made of expected future requirements taking into consideration revised in-service dates of other transmission and generation facilities. As a result of this review and the placing in-service of those facilities scheduled for 1979, the project listings of the Forecast and Annual Supp12 ment 1-C are changed as follows:

Since the filing of Annual. Supplement 1-C,115kV line 451-537 has been reconductored on a temporary basis by the utilization of the existing i

unenergired Plymouth-Holbrook 345kV line conductors between Whitman Station #451 and Holbrook Station #478. Table E-18, Existing Trans-mission Lines in Massachusetts and Table E-19, Exempt or Approved Trans-mission Lines have been revised to incorporate this change. Table E-19 has been further revised to include:

tuo 115kV pipe cable circuits from the existing 115kV pipe cable circuita along Columbus Avenue to the new AMTRAK traction power substation on Mindoro Street, Roxbury; one 115kV circuit from the existing 115kV overhead Sharon-Canton line to the new i

AMTRAK traction power substation in Sharon; and changes of in-service dates for six lines listed previously in Table E-19.

The new facility identified as an area supply problem for the Holbrook area has been removed from Table E-20, Proposed Transmission Additions N

in Massachusetts. A detailed study revealed that the Holbrook area supply problem can be solved most effectively by the installation of a second 345/115kV autocransformer at Holbrook Station #478 when it will become necessary. However, another new facility has been added on Table E-20 as an identification of an area supply problem-the Reading area. The revision of Table E-20 also reflects a change of in-service date for the West Roxbury-Dedham 115kV pipe cable circuits from 1985 to 1986.

The Medford to Arlington 115kV Unoerground Transmission Line has been removed from Table E-20 because this facility will not be required within the next ten yp.n s.

In this time period, barring unpredictable developments, new load recuirer ancs in the Arlington area can be satis-I fied by the insta11atir of additional 14kV circuit (s) from Woburn Station #211.

Boston Edison Company proposes to construct a 345kV transmission line between Station #447 in Walpole and Station #148 in Needham. This line was approved as to general need and site in the December 1,1978 decision of the Energy Facilities Siting Council and was approved for an in-service date of as soon as possible in the September 18, 1979 decision.

It will be constructed as a

" mirror image" to an existing 115kV line along the same general route. This transmission line is projected to cost $12,360,000 in 1985 dollars.

HTDE PARK TO DEWAR STREET 115 kV Underground Tranmission Lines (Forecast Page IV-39)

The siting, general need and projected cost of the 115 kV underground transmission lines were approved by the Energy Facilities Siting Council in its decision of December 21,1977 (2 DOMSC 58). These lines are required no later than the proposed 345kV line from Walpole to Needham in order to c

support power flows carried into the Boston area by that line. The in-service date of "as soon as possible" was approved for the 345kV line by the Energy Facilities Siting Council in its decision of September 18, 1979.

Based on that decision the Company is requesting the approval of an in-l service date of as soon as possible for the Hyde Park to Dewar Street, Dorchester 115kV lines. The cost of this project in 1985 dollars is estimated at $7,375,000.

On April 7, 1980, the Energy Facilities Siting Council adopted a decision establishing an 1:nmediate in-service date for this line.

READING AREA SUPPLY A supply problem has been identified in what will be referred to as the Reading J

Area. The Area loads consist of the Town's of Reading Station #494 and the J

Boston Edison Company's North Woburn Station #375.

These stations are currently f

supplied by a pair of overhead 115kV transmission lines which are tapped to 115kV j

lines 211-503 and 211-504. The latter extend from the Boston Edision Company's Woburn Station #211 to the New England Electric System's Tewksbury Station #217.

Initial indications are that the capacity of the existing transmission supply lines will become inadequate for reliable supply of the area load at some point in the mid-1980's. The Company is now is the process of identifying and analyzing long-r term solutions. Among the alternatives which are being studied are: (1) recon-ductoring 211-503 from Woburn Station to Tewksbury Station, (2) installing a new double-circuit 115kV line in place of 211-503 from Woburn Station to the Burlington cap point (approximately one-third of the total distance from Woburn Station to Tewksbury Station), and (3) installing a new, single circuit 115kV line in place of 211-503 from Woburn Station to Tewksbury Station.
