SUMMARY

OF DECEMBER 2, 2019, PUBLIC MEETING TO DISCUSS THE INDEPENDENT SPENT FUEL STORAGE INSTALLATION INSPECTION ENHANCEMENT INITIATIVE RECOMMENDATIONS On December 2, 2019, a Category 3 public meeting was held to discuss the Independent Spent Fuel Storage Installation (ISFSI) Inspection Enhancement Initiative recommendations with interested stakeholders and receive comments and answer questions from the public. The meeting notice and agenda, dated November 14, 2019, are available in the U.S. Nuclear Regulatory Commissions (NRC) Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19318G109. During the meeting, NRC staff presented an overview of the ISFSI Inspection Enhancement Initiative recommendations, which is available at ADAMS Accession No. ML19331A686. The enclosure to this document contains the meeting attendance list.

The meeting began with an introduction of NRC staff and individuals sitting at the table in the room. Introductory remarks were then given by the Division of Fuel Management Deputy Director, Mr. Christopher Regan, and followed by a presentation on the ISFSI inspection enhancement initiative by Mr. Jeremy Tapp. The presentation focused on the initiatives background, scope, and proposed recommendations to make a more efficient, risk-informed, and performance-based ISFSI inspection program. The majority of the meeting was dedicated to receiving comments and answering questions regarding the proposed recommnedations from the nuclear industry and members of the public.

Approximately 60 people participated in the meeting, both in-person and remotely using Skype and a teleconference line. Six participants asked questions and/or provided comments.

Energy Institute, nuclear industry, a state official and members of the public including a public advocacy group.

A sample of comments and questions received on the proposed recommendations made during the public comment portion of the meeting included:

Has a decision been made to adopt Option 1 or Option 2? NRC staff answered no as a decision has not been made.

NRC staff should explain in the recommendation paper the increase or decrease in proposed inspection hours.

Resident inspectors should perform ISFSI inspections.

Where did the hours for inspection procedure 60857 for 72.48 evaluation reviews go for routine inspections? NRC staff answered that the hours were rolled into inspection procedure 60855 for routine inspections.

NRC staff should consider the NEI paper on ISFSI safety margins and current NRC aging management activities.

NRC staff should be careful using accepting some risk as it could be subjected to interpretation.

If the NRC plans to adopt a hybrid between Options 1 and 2, consider what criteria used to develop the blended approach.

The NRC staff informed the meeting participants of the December 20, 2019, public comment deadline and any comments were to be sent to the meeting contact, which can also be found on the bottom of page one above. The NRC staff plans to evaluate all public comments received and develop a final recommendation package for NRC management review and decision-making. Upon NRC managements decision, program documents will be updated, which include a new technical basis document and revisions to the applicable inspection manual chapters and inspection procedures. The goal for implementation is in Fiscal Year 2021.

No regulatory decisions were made during the meeting.
