Inspection Report No. 50-83/94-01 cites the UFTR facility for a Severity Level IV violation for failure to comply with 10 CFR 20.1703, Subpart H, " Respiratory Protection and Controls to Restrict l

Internal Exposure in Restricted Areas," requiring the facility to issue a written policy statement on respirator usage and to advise users that they may leave areas requiring respirators at any time for l

relief.

Reason for the Violation The facility was in the process of complying with the regulations which became effective January 1,1994. The facility was implementing the policy statement of the University of Florida Respiratory Protection Program, even though the UFTR respiratory program was intended to address emergency situations only.

Corrective Action Taken to Date/Results Achieved The facility has issued a written statement to all potential respirator users that they may leave l

the area at any time for relief while engaged in activities requiring respiratory protection.

l This statement was issued May 2,1994.

l The written policy statement concerning respirator usage is being developed. Much time has been spent developing this policy since the inspection conducted on March 21-25,1994.

However, several agencies have specific rules which must be followed in addition to the NRC regulations (e.g., NIOSH, OSHA, etc.), a situation which further compounds the complexity to be considered in developing an official policy. Nevertheless, it is expected that the forthcoming policy statement will encompass all pertinent agency requirements.

The written policy statement for the UFTR Respiratory Protection Program is being actively developed. Once approved, it will meet the applicable criteria found in 10 CFR 20.
