SUBJECT: NRC INSPECTION REPORT 50-298/96-19 AND NOTICE OF VIOLATION

Dear Mr. Horn:

On September 7,1996, the NRC completed an inspection at your Cooper Nuclear Station

fecility. The enclosed repcet presents the results of that inspection.

During the 6-week period covered by this inspection period, your conduct of activities at

the Cooper Nuclear Facilities was generally sound. We are concerned, however, about two

violations of NRC requirements involving four instances where safety-related equipment

was placed in a condition which was not properly evaluated and, consequently, not fully

understood. The first violation involved two examples of improper installation of

monitoring devices, one on the high pressure coolant injection system stop valve, the other

on an emergency diesel generator, while they were in an operable status. The second

violation involved the use of jumpers during maintenance without a proper evaluation and

the installation of an unqualified relay and housing without a thorough understanding of the

effect on operability.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,

its enclosure (s), and your resoonse will be placed in the NRC Public Document Room.
