This is in response to your October 5,1984 memo to F. Gillespie on the subject proposed rule.

Based on discussions with T. Dorian and J. Lieberman of ELD, we propose the following:

: 1. Consolidation of infomation collection requirements (recordkeeping and reporting) in two sections - We will make this change when preparing the final rule.

Consolidation of infomation collection requirements (recordkeeping and reporting) in two sections - We will make this change when preparing the final rule.

ELD agreed to withdraw this comment because a licensee is already required to file the report at the State agency that regulateegthe drilling of wells.

: 3. Check with EDO on whether this paper should be converted to a Commission paper - T. Rehm was contacted. He indicated that unless the proposed rule contains significant new requirements, the EDO would sign the proposed rule. Therefore we propose that Part 39 continue to be an EDO paper.
