In early November, Mr. Dircks directed that this proposed rule be prepared for Comission action.

.The proposed rule, prepared for ED0 action, was forwarded to 8 HQ Offices and 5 Regional Offices for review and/or concurrence on September 16, 1984. The paper was forwarded to EDO after incorporating appropriate coments received from several Offices. -

Mr. Dircks, however, directed that.this proposed rule be prepared for Comission action.

We are requesting that you review and/or concur on the Comission paper since there have been no substantive changes in any of.the attachments.
