The NRC Systematic Assessment of Licensee Performance (SALP) Board has

completed its' periodic evaluation of the pe'rformance of your Rancho Seco

facility during the period December 1, 1983, through May 31, 1985.

The performance of your Rancho Seco facility was evaluated in the functional

areas of plant operations, radiological controls, maintenance, surveillance,

fire protection, emergency preparedness, security, refueling, quality programs

and administrative controls, licensing activities, engineering and

construction and training. The criteria used in conducting this assessment

and the SALP Board's evaluation of your performance in these functional areas

are contained in the enclosed SALP report.

In the past, as part of the SALP program, we have routinely met with your

management to discuss the results of the SALP Board's assessment. The format

of the SALP program was recently revised such that a management meeting is no

longer a requirement, but may be held as a public meeting at the discretion of

the licensee or NRC. We are requesting a meeting to' discuss the results of

this SALP assessment on September 16, 1985, at 9:00 A.M. at the Region V
