This refers to your October 17, 1985, letter regarding construction of administrative facilities and construction and operation of plant facilities.

We have detennined that constniction of these facilities will not significantly affect the quality of the human environment; and thus, you will not be required to submit supplemental information to cover construction of these activities.

Prior to addition of special nuclear inaterials to the attached southeast and southwest facilities, an amendment to Materials License No SNM-1107 will be required. No license amendment will be required for the operation of the southeast detached facility which will house the Improved Fuel Precessing Operations as described in Subparagraph 1.9.10 of the application dated March 26, 1984. This activity was authorized in Materials License No. SHM-1107, as renewed, on May 28, 1985. You are requested, however, to notify our Regional Office in Atlanta of your intent to initiate operations at least 30 days prior to such operations.

Enclosed is a copy of our Safety Evaluation Report.
