The purpose of this letter is to confirm that during the predecisional enforcement

. conference scheduled for April 15,1997 (Meeting Notice dated April 1,1997), you will

. also discuss the issues associated with Cooper Licensee Event Report (LER) 9614, Revision 1. We see this event as similar to those which are the subject of'the i

predecisional conference. We are particularly interested in the potential for a breakdown in your design control and safety evaluation process as it applies to fuel design changes.
