ENCLOSURE 1 NOTICE'0F VIOLATION Duke Power Company Docket No. 50-370

'McGuire Nuclear Station License No. NPF-17 The following violation was identified during. an. inspection conducted on October 29 - November 20, 1985.

The Severity Levels were assigned in accordance with th'e NRC Enforcement Policy (10 CFR Part 2, Appendix C).

-Technical Specification 4.6.5.8 requires that each refueling canal drain

.be demonstrated operable at least once per 92 days by verifying, through a visual' inspection, that there is no debris present that could obstruct the drains.

Technical Specification 4.4.4.2 requires that each PORV block valve be

-demonstrated operable at least ; once per 92 days by operating the valve through one complete cycle of -full travel unless the block valve is closed -

with power removed.

Contrary to' the above, it-was determined on November 22, 1985, that the surveillance to verify the operability of the refueling canal drains and PORV block valves were not performed within their applicable surveillance intervals in that the late date for _ the performance of both surveillances had expired.

-This is a Severity Level IV violation (Supplement I).
