Dear Mr. Berkow:

Enclosed is Revision 1 to the proposed Humboldt Bay Power Plant, Unit No. 3 (HBPP-3) SAFSTOR Technical Specifications.

The original version (Revision 0) of the Technical Specifications was submitted in PGandE's application to decommission HBPP, dated June 30, 1984. The revisions were made to incorporate commitments made by PGandE in response to questions during NRC Staff review of the HBPP-3 Decommissioning Plan.

These PGandE responses were originally transmitted to the NRC on February 28, April 3, July 11 and 30, 1985 (HBL-85-005, 014, 030, and 035, respectively). Various other minor changes have also been incorporated to improve clarity.
