submit a proposed license amendment to include a fuel storage pool wster chemistry program within the Haddam Neck Plant (HNP) Technical Specifications. This letter is a response to this request.
Discussion License Amendment 193 added Section 6.8.1.g to the HNP Technical Specifications describing the Spent Fuel Pool Cooling and Makeup Monitoring Program. As part of the implementation of License Amendment 193, CYAPCO has developed an Administrative Control Procedure (ACP)(2) for the Spent Fuel Pool Cooling and Makeup Monitoring Program. The scope of the ACP includes spent fuel pool water chemistry.
In addition, CYAPCO has included specific spent fuel pool water chemistry requirements in the HNP Technical Requirements Manual (TRM).
The TPM is incorporated by reference into the Updated Final Safety Analysis Report. A copy of the ACP and the applicable sections of the TRM are attached for your information.

.CYAPCO considers the request to submit a proposed license amendment to include a fuel storage pool water chemistry program within the Technical Specifications as unnecessary for the following reasons:
- 1. Section 6.8.1.g, describing a Spent Fuel Pool Cooling and Makeup Monitoring Program, is presently part of the HNP Technical Specifications,
- 2. CYAPCO considers spent fuel pool chemistry to be a part of that program.
- 3. An Administrative Control Procedure, ACP 1.2-2.88, to control the Spent Fuel Pool Cooling and Makeup Monitoring Program, is presently in effect and provides controls for spent fuel pool water chemistry,
- 5. Changes to the ACP and TRM are controlled by the 10 CFR 50.59 process.
We trust this response shows the necessary controls are in place at the HNP for a spent fuel pool water chemistry program.
Commitments There are no commitments contained within this letter.
If the NRC Staff should have any questions regarding this submittal, please contact Mr. G. P. van Noordennen at (860) 267-3938.
