PROPOSED INFOSITION OF CIVIL PENALTIES - $125,000 This is to inform the Comission that a Notice of Violation and Proposed Irposition of Civil Penalties in the amount of One Hundred Twenty-five Thousand Dollars ($125,000) will be issued on or about Septerber 15, 1988 to Comorwealth Edison Company. This action is based on two problems. First, the shared diesel was unable to respond for approxinately six months, to a Unit 2 auto-start signal because of an undetected failure caused by a wiring error. Second, the ungrounded 125 VCC battery system for Unit 2 was operated in a grounded condition for approximately six renths. This condition was not properly recognized or evaluated by the licensee.
