Dear Mr. Liparelo:

The Nuclear Regulatory Commission (NRC) will be conducting an inspection of AP600 design control activities at the Westinghouse Energy Center in l

Monroevilla. Pennsylvania, during the week of November 17 through 21, 1997.

The inspectlon will focus primarily on the quality cf documentation developed l

by Westinghouse associated with computer code qualification, testing, and i

design basis analyses.

Most of the Westi'ighouse records are maintained in electronic (paperless) storage. Based on staff observations during a preliminary examination of quality assurance records in September of this year, it was concluded that review of documentation via computer terminal displays is difficult and inefficient.

The NRC staff members participating in the inspection have requested that printed copies of documentation it plans to review be made available. The staff is currently attempting to identify to Westinghouse, in advance, the documentation that it anticipatts will be reviewed durin the inspection.

The staff has been working with Mr. Bob lupper of Westin house to prepare and coordinate this inspection. provides the purpose and scope of the inspection. The inspection team members and overall schedule are provided in Enclosure 2.

AP600 FINAL QUALITY ASSURANCE INSPECTION PURPOSE:

To determine if quality activities performed as part of the design of the AP600 Simplified Passive Advanced Light Water Reactor Program were conducted under the appro)riate provisions of the Westinghouse 10 CFR Part 50, Appendix 3, quality assurance program of record in the AP600 SSAR: Westinghouse Electric Corporation, Energy Systems Business Unit,-Quality Management System (QMS),

Revision 1, approved by the NRC on February 23, 1996.

SCOPE:

Review NOTRUMP, LOFTRAN, WCOBRA/ TRAC, and WGOTHIC computer code verification and validation documentation; including code develop-ment records, calculation notes and files, record files for code input modelling, and records rele%d to the independent design verification of such computer codes.

Review of testing program and analysis documentation and its use for code validation.

Review AP600 SSAR Chapter 6, 15 and Shutdown safety analyses calculations.

Review Westinghouse implementation of corrective actions taken as i

a result of findings documented during inspections of design certification test facilities (SDSER Confirmatory Items).

Review and confirm Westinghouse implementation of corrective measures undertaken as a result of findings identified in NP.C Inspection Report 99900404/97-01 (May 2, 1997).

These reviews will encompass verification of effective implementa-tion of the relevant portions of the AP600 Quality Assurance Plan (WCAP-12600, "AP600 Advanced Light Water Reactor Design Quality Assurance Program Plan," Revision 3) by Westinghouse and any subcontractors / consultants.
