NRC INTEGRATED INSPECTION REPORT NO. 50-302/98-10 AND

NOTICE OF VIOLATION

Dear Mr. Cowan:

This refers to the inspection conducted on October 25 through December 5,1998, at the

Crystal River facility. The enclosed report presents the results of this inspection.

During the inspection period, your conduct of activities at the Crystal River facility was generally

characterized by safety-conscious operations and initiation of thorough actions to address

previous clearance deficiencies.

Based on the results of this inspection, the NRC has determined that a violation of NRC

requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice) and

the circumstances surrounding it are described in detail in the subject inspection report.

The NRC has concluded that information regarding the reason for the violation, the corrective

actions taken and planned to correct the violation and prevent recurrence is already adequately

addressed on the docket in Licensee Event Report 50-302/98-013-00 dated December 16,

1998. Therefore, you are not required to respond to this letter unless the description therein

does not accurately reflect your corrective actions or your position. In that case, or if you

choose to provide additional information, you should follow the instructions specified in the

enclosed Notice.
