In accordance with 10 CFR Part 76.45, the United States Enrichment Corporation (USEC or r

Corporation) hereby submits a request for amendment to the certificate of compliance for the Portsmouth.

Ohio Gaseous Diffusion Plant (GDP). This certificate amendment request transmits the Safety Analysis Report Update (SARUP) required by issue 2 of DOE /ORO-2027," Plan for Achieving Compliance with NRC Regulations at the Portsmouth Gaseous Diffusion Plant"(the Compliance Plan) for NRC review and approval.

h All sections of the S AR Update are included with this certificate amendment request, including those sections previously transmitted to the NRC by Reference 1, with the exception of Chapte-3. Reference 2 provides a description of USEC's pian to complete the systematic review update. and contimaatun of the information contained in Application S AR Chapter 3.

Enclosure I to this letter provides a description of the proposed changes and concludes that the mformation erntained in the 3ARUP involves an unreviewed safety question. As requested in the NRC's

August 12,1997 letter (Reference 3), Enclosure 1 also identities known limitations and inaccuracies

! c related to the SARUP. The physical and operational modifications that will be required to transition to the SARUP are also discussed.
