NRC INTEGRATED INSPECTION REPORT 50-321/97-11, 50-366/97-11 AND

NOTICE OF VIOLATION

Dear Mr. Sumner:

On December 27, 1997, the NRC completed an inspection at your Hatch facility.

The enclosed report presents the results of that-inspection.

During the 6 week period covered by this inspection report your conduct of

activities at the Hatch facility was generally characterized by safety

I-

. conscious o erations, sound engineering and maintenance practices, and careful

radiologica work controls.

Violations are c"ed in the enclesed Notice of Violation (Notice), and the

'

circumstances sur rounding the violations are described in detail in the

enclosed report. We are concerned about the violation for late 10 CFR 50.72

required re9erts to the NRC and the lack of corrective actions to prevent

recurrence of the late reports. We encourage you to review the circumstances

surrounding the late reports, the corrective actions taken. and the actions

'

necessary to strengthen this area of concern.

In addition, we are concerned

about' the lack of procedural. adherence for Radiation Work Permit use and for

completion of bioassay analyses which could result in unnecessary or

improperly evaluated worker exposures.

Please note that you are required to

respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing.your response. The NRC will use your response,

in part to determine whether further enforcement action is necessary to

ensure compliance with regulatory requirements.
