EPA Form 2C - Wastewater Discharge Information item II.C - Intermittent and Miscellaneous Flows Table 2C Vogtle Electric Generating Plant NPDES Permit Number GA0026786 Outfall Description ofIntermittent Flow 002 - Unit 1 Cooling Tower These points are defined in the existing NPDES Blowdown Permit as OSN 002 and OSN 003 and represent the 003 - Unit 2 Cooling Tower blowdown from the Unit I and Unit 2 Turbine Plant Blowdown Cooling Towers. Each cooling tower recirculat river water used to cool turbine condensate via a heat exchanger. Periodic blowdown or discharge from the system is necessary to maintain the cycles of concentration in the circulating water system to prevent build-up of solids concentration. The estimated flow rate during a blowdown event is approximately 4,000 gpm for an approximate duration of 3-4 hours. The discharge is routed to the Blowdown Sump Mixing Box which is a final mixing chamber.

002A-Unit 1 Emergency Overflows to These discharge points are defined in the existing Storm Drains NPDES Permit as OSN 002A and OSN 003A and 003A-Unit 2 Emergency Overflows to represent the Unit I and Unit 2 Coolira Tower Storm Drains overflows to storm drains in the event of an overflow of the Unit I and Unit 2 Turbine Plant Cooling Tower Basins. Overflow occurs infrequently and is generally the result of an unanticipated operational transient with the system.

The estimated flow rate in the event of an overflow of the basins is 2,000 gpm for an approximate duration of I-2 hours.

004 - Unit 1 Waste Water Retention Basin These points are defined in the existing NPDES 005 - Unit 1 Waste Water Retention Basin Permit as OSN 004 and OSN 005 and represent the permanent collection basins (420,000 gallon capacity each) for plant low volume waste streams.

The basins provide aeration and retention time for the wastes. Each basin has two transfer pumps which discharge the effluent to the Blowdown Sump Mixing Box. Discharges from these basins occur infrequently (approximately 2 3 times per month).

The pumping capacity with all four pumps running is rated at 2,600 gpm.

Outfall DescrIDtion orintermittent Flow 006-Sewage Treatment Plant This existing point in the NPDES Permit is defined Emergency Overnow as OSN 006 and represents the point for discharge from the plant sewage treatment plant in the event of an emergency. During normal operation, discharge from the sewage treatment plant is routed to the Waste Water Retention Basin. The discharge rate during emergency overnow is approximately 125 gpm.

Each unit has its own separate Nuclear Service Cooling Water (NSCW) system which consists of two cooling towers. The discharge of each tower is routed to the Blowdown Sump Mixing Box. The maximum combined now rate for both units is approximately 500 gpm.

010- Radwaste Dilution Flow This existing point in tie NPDES Permit is defined as OSN 010 and represents an !Mernal stream consisting of river water with no additives. The discharge of OSN 010 is routed to the Blowdown Sump Mixing Box to provide dilution water for i

1. In the current permit, the table heading " Discharge Limitations" contains two subheadings: Mass Based and Concentration Based. It is requested that the two subheadings be removed and be replaced with one heading labeled

"(Specify Units, mg/L)".

2. Page 2 of 25 of the cuuent permit contains a Measurement Frequency for Hydrazine of 1/ year. In addition, a footnote states that this sample is to be collected during periods representative of hydrazine use and discharge. Review of 13 years of historical data for the referenced parameter indicates that the hydrazine concentration has always been less than the detection limit. Based on this information, it is requested that the requirement to measure hydrazine be removed from the permit.

The discharge points addressed on page 6 of 25 (OSN 007 and OSN 008) are liquM radwaste system discharges for Units 1 and 2 respectively. These points do not discharge directly to the Savannah River. The points merge into one common fm' al plant discharge (OSN 001). OSN 001 currently contains the referenced footnote. It is requested that the footnote be deleted from page 6 of 25.
4. Page 6 of 25 of the current permit contains a Measurement Frequency for Total Suspended Solids (TSS) and Oil and Grease (O&G) of 1/ month. Plant Vogtle l

typically discharges from OSN 007 and OSN 008 no more than once per month.

Review of the historical data for the two referenced parameters indicates that the average concentration measured for TSS and O&G at these outfalls is less than 50% of the daily average discharge limitation concentration. Based on this information, it is requested that Measurement Frequency for TSS and O&G for OSN 007 and OSN 008 be once per 6 months.

1. Page 10 of 25 of the curre.nt permit authorizes discharge of stormwater runoff from these outfalls (OSN's 012,013,014, and 015). On June 1,1998, the State of Georgia issued General NPDES Permit for Stormwater Discharges from Industrial Activities (Permit No. GAR 000000). It is understood that stormwater discharges from industrial activities will be covered under the General NPDES Permit. As such, the referenced outfalls will not be included in the re-issud individual NPDES Permit for Vogtle Electric Generating Plant.

ADDITIONAL ITEMS

1. Part L Section C.2.- Monitorine and Reportine (Pace 12 of 25h The current permit requires the report be postmarked no later than the 21st day of the month following the reponing period. Southern Nuclear Operating Company (SNC) operates three nuclear plants in the Southern Company System. In an effort to standardize the due dates for this regulatory repon at each of the three plants, SNC requests the postmark due date for this report be revised to the "28*" day of the month following the reponing period. The NPDES Permit for E.I. Hatch Nuclear Plant (GA0004120) located near Baxley, GA requires the repon be postmarked by the 28* day of the month following the reporting period.
2. Pan IL Section B - Responsibilities:

It is requested that the following information be added to address stormwater runoff:

"In addition to the outfalls identified in Part 1, Section A of this permit, the permittee is authorized to discharge stormwater runofffrom point sources at thisfacility provided that these discharges do not cause violations ofState water quality standards in the receiving streams. "

3. Part IIL Section B -Snecial Reauirements. Item 3:

Page 22 of 25 of the current permit contains a special condition addressing metal cleaning wastes which states "the permittee will submit plans and receive the Division's approval prior to conducting any chemical metal cleaning activities." This statement is not included in the NPDES Permit for E. I. Hatch Nuclear Plant (Permit No. GA0004120). In an effort to maintain consistency with other Southern Company electric generating plants located in Georgia, Southern Nuclear Operating Company requests that this statement be deleted.

Discharges of metal cleaning wastes will be contained for further treatment or disposal by the permittee in a manner to permit compliance at the time of discharge with the requirements provided in the permit.
