Docket No. 70-7001 Monthly Update on Progress of Seismic Upgrades to Buildings C-331 and C-335

Dear Mr. Pierson:

In accordance with USEC's commitments in our April 15,1998 letter (Reference 1), the purpose of this letter is to provide the monthly update on the progress of the installation of the seismic upgrade modifications to Buildings C-331 and C-335.

Issue 36 of DOE /ORO-2026, " Plan for Achieving Compliance With NRC Regulations at the Paducah Gaseous Diffusion Plant"(the Compliance Plan) requires that the modifications to increase the seismic capacity of Buildings C-331 and C-335 be completed by June 30,1999. However, as identified in our previous monthly status reports (References 2 and 3), USEC has determined that an additional 12 months will be required to complete the seismic upgrades to account for unanticipated construction difficulties and reduced worker productivity. A Certificate Amendment Request was submitted on January 12,1999 (Reference 4) to request NRC review and approval of a change in the schedule for completing these upgrades to June 30,2000.

Although the June 30,1999 schedule date is not achievable, significant progress has been made over the past three months in reducing the time and resources required to complete steel installation at each location. Thic improvement, coupled with the concurrent installation of steel on both the cell floor and ground floor begun in December, is expected to assure completion by the proposed new completion date of June 30,2000. The enclosure to this letter provides the progress ofinstallation of these modifications through January 7,1999.
