SUBJECT: VERMONT YANKEE EXAMINATION REPORT 50 271/97 09

Dear Mr. Reid:

,

During the period of September 2-4,1997, the NRC administered initial exams to four

employees of your company who had applied for licenses to operate the Vermont Yankee

Nuclear Power Station. At the conclusion of the examinations, the praliminary findings

'

were discussed with Mr. Kevin Bronson and members of your staff.

Two of the four applicants passed the exarns. One applicant failed the written and

operating portion of the exam, and one applicant failed the operating portion of the exam.

For the two applicants who failed the operating test, directing shift operations when using

emergency procedures was a significant area of weak performance. Contributing to this

,

weakness may have been the useability of the Vermont Yankee emergency operating

procedures. We understand that you are in the process of an emergency procedure

,

revision and control room layout study which may result in improved human factors and

useability of your emergency operating procedures. We are interested in your perspectives

and conclusions regarding the candidates' wem performance, and request a written

response addressing such.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practics," a' copy of this letter

and its enclosures will be placed in the NRC Public Document Room (PDR).
