SUBJECT: REPORT NOS. 50-321/86-08 AND 50-366/86-08

On February 24 - March 3,1986, NRC inspected activities authorized by NRC

Operating License Nos. DPR-57 and NPF-5 for your Hatch facilities.

At the

conclusion of the inspection, the findings were discussed with those members of

your staff identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

The inspection findings indicate that certain activities violated NRC require-

ments.

The violations, references to pertinent requirements, and elements to be

included in your response are presented ir, the enclosed Notice of Violation. The

other violation discussed in the enclosed Inspection Report (321/86-08-01) is

under consideration for escalated enforcement action. Accordingly, no Notice of

Violation is being issued at this time for that violation and no response to this

letter in that regard is required.

However, please be advised that the charac-

terization of this violation may change as a result of further NRC review.

Your attention is invited to the unresolved item identified in the inspection

report. This matter will be pursued during further inspections.

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, PL 96-511.
