Inspection 50-289/86-13

During the period from August 1, 1986, to September 8, 1986, members of the

NRC Region I Staff conducted routine safety inspection activities at your fa-

cility. The results of these inspections are documented in the enclosed report.

At the conclusion of the inspection, Mr. F. Young of my staff summarized the

inspection findings with Mr. J. Kuehn and other members of your staff. No vio-

lations of NRC requirements were identified.

Also, this letter acknowledges receipt of your letter forwarding the post-eddy

current inspection report, dated June 17, 1986, and your letter, dated July 15,

1986, on violations noted in NRC Inspection Report 50-289/86-05. Your correc-

tive actions were verified during this inspection, and we have no further

questions on this matter.

Finally, we acknowledge receipt of your letter, dated April 18, 1986, dealing

with the abnormal performance of the main steam safety valves identified during

the restart program. We agree that long-term technical resolution of the prob-

lem can be appropriately addressed via B&W Owners' Group (BWOG). This item re-

mains unresolved pending the additional information provided from the BWOG

reassessment review and pending completion of your commitment to replace two

main steam safety valves as described in your letter.
