Dear Dr. Freeman:

The U.S. Nuclear Regulatory Commission has issued the enclosed Am " ment No.15 to Facility Operating License No. R-79 for the University of Missouri, Roll idMR). The amendment consists of changes to the Technical Specifications in response to the January 25,1999, submittal.

The amendment changes the organizational structure for the UMR research reactor.

A copy of the safety evaluation supporting Amendment No.15 is also enclosed.
