AND NOTICE OF VIOLATION | |||
Dear Mr. Powers: | |||
On September 5,1997, the NRC completed an inspection at your Big Rock Point Nuclecr | |||
Power Plant. The purpose of the inspection was to review the plant radiation protection and | |||
chemistry programs. The enclosed report presents the results of that inspection. | |||
Areas examined during the inspection are identified in the report. Within these areas, the | |||
inspection consisted of selective examinations of procedures and representative records, | |||
interviews with personnel, and observations of activities in progress. | |||
We are particularly concemed about a violation of NRC requirements that we identified during | |||
our observation of the reactor head detensioning operdion at your facility. This violation | |||
concems a maintenance worker lying down in a contaminated area while waiting for other | |||
workers to complete a task. This violation is of concern to us in light of the recent Severity | |||
Level 111 violation (EA 97-197) issued to your plant on August 12,1997, That violation resulted | |||
from a number of problems in your radiation protection program including a lack of effective | |||
supervisory oversight and involvement in radiological work activities, as well as a general lack | |||
of respect for radiological hazards and controls by the workforce. This new incident 'ndicates | |||
that, to date, your corrective actions for the previous events have not been fully effective. | |||
This violation is cited in the enclosed Notice of Violation, and the circumstances surrounding the | |||
violation are described in detailin the enclosed report. Please note that you are required to | |||
respond to this letter and should follow the instructions specified in the enclosed Notice when | |||

preparing your response. The NRC will use your response, in part, to determine whether | |||
further enforcernent action is necessary to ensure compliance with regulatory requirements. | |||
Aside from the above violation, our inspection found that management and staff changes in the | |||
radiation protection and chemistry programs for the decommissioning phase of your operation | |||
appeared appropriate. Also, effluent releases remained well below regulatory limits and plant | |||
housekeeping was effective in maintaining plant areas free of unnecessay materials and | |||
debris. | |||
