Dear Mr. Suppes:

This is in response to your letter dated March 18,1998, requesting the details on the NRC funding process for potassium iodide (KI). At this time, we do not have a funding mechanism in place. As you know, on June 30,1997, the Commission endorsed the proposed Federal Radiological Preparedness Coordinating Committee (FRPCC) policy to fund the purchase of Kl for any State which opts to use Kl for the general public if so requested. Subsequently, a petition for rulemaking on the same matter was revised and submitted to NRC. The Commission decided to defer further action on the draft Federe/ Registernotice on Kl Policy that would have announced the FRPCC policy on KI, pending'the staff's subsequent evaluation of the revised petition for rulemaking. The staff has now completed and presented to the Commission its evaluation of the subject petition. When the Commission makes a decision on the resolution of the revised petition, the staff will proceed accordingly.

The Commission decision is expected within a month. If the Commission leaves in place the offer to fund Kl upon a State's request, the staff would embark on the next project, which would be to work with FEMA to develop the evaluating criteria for State requests and the administrative details for funding a supply of Kl.
