REQUEST FOR PROGRAMMATIC REPORTING CHANGE REGARDING BASEMAT MONITORING PROGRAM REPORT (TAC NO. M97675)

Dear Mr. Dugger.

By letter dated December 20,1996, Waterford 3 Steam Electric Station provided Basemat Monitoring Program Report Number 7 and requested a discontinuation of the 18 month reports.

The letter stated that you would however, continue to collect and analyze data as currently being performed and that an interim Special Report would be generated if a violation of the acceptance criteria were to occur.

As required by Waterford 3 License Condition 17, any significant change to the basemat monitoring program is required to be reviewed and approved by the staff. This letter constitutes the staffs approval of your request to discontinue the 18 month reports. However, as stated in Technical Specification 6.8.4.e, you are still required to implement and maintain a basemat monitoring program.
