Dear Sir:

The purpose of this letter is to request that the National Communication System (NCS) arrange for Florida Power Corporation (FPC) participation in the Government Emergency i

Telecommunications Service (GETS). FPC is making this request to allow the use of GETS as a means of facilitating communications during the Year 2000 (Y2K) transition period for the Crystal River Unit 3 (CR-3) Nuclear Station. This request is made in accordance with the U.S.

Nuclear Regulatory Commission (NRC) Information Notice 99-25 which discussed the use of GETS as a mcans of facilitating communications and which indicated that the NRC would sponsor the participation of all nuclear plant licensees in the GETS program. The completed GETS Point-of-Contact (POC) and GETS User forms are attached.

Upon approval of this request we will be provided a letter notifying us of the sponsorship and requesting we establish a Billing Account with a Program Designator Code (PDC). It is our l

understanding that the only charge for this service is usage when actually making calls using a

GETS card.
