' This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by Mr. A. Della Ratta of the NRC's Region I office on December 5-9, 1988; The inspection included a. review of activities authorized for your Uncasville facility.

At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the < iclosed Inspection Report.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress.

The inspection indicated that one activity appecred to violate NRC requirements.

The violation, references to pertinent requirements, and elements to be included in your response are described in the enclosed hotice of Violation.

We have determined that the enclosures to this letter contain information of a type specified in 10 CFR 2.790(d). Accordingly,pursuanttoSection2.790(d)(1),

such information is deemed to be commercial or financial information within the meaning of 10 CFP 9.17(a)(4) and shall be subject to disclosure only in accordance with the provision of 10 CFR 9.23.

The responses directed by this letter and its enclosures are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL. No.96-511.
