Dear Mr. Demorit:

I am responding to the fatter you sent to Chairman Shirley Ann Jackson of the U.S. Nuclear Regulatory Cornmission (NRC) dated June 1,1998, in which you expressed your concems regarding the restart of Millstone Unit 3.

The Commission has been intensively involved with a number of issues surrounding Millstone for over 2% years which have been articulated in the NRC staff's Millstone Restart Assessment Plan. The issues you have raised in your letter, such as the valve repair, the number of systems reviewed as part of the Independent Corrective Action Verification Program, and the number of deferred items, have each been reviewed by the NRC staff, documented in NRC

' staff reports to the Commission, and discussed with the NRC Commissioners at either the May 1 or June 2,1998, Cc,mmission meetings. Enclosures 1 and 2 provide copies of the two staff reports to the Commission covering these topics. A number of these issues have also been discussed at meetings with the public held in the Waterford, Connecticut, area.

Regarding schedules, the Commission has consistently indicated that their decisions on restart do not presuppose that any of the three plants will restart by any certain date. A Commission dccision authorizing the restart of any Millstone unit will be made only when the Com' ission is m

satisfied that the cc.9tions, which led to the extended shutdown, have been addressed to their satisfaction, regardless of the length that process may take. On June 15,1998, the Commission authorized the restart of Millstona Unit 3, subject to satisfactory completion of all remaining issues requiring NRC verification.

June 1, 1998 Dr. Jackson, I beseech you, please do not allow Unit III at Millstone nuclear power station to restart.

Whats the rush to restart?

Could it be that Northeast Utilities must get this unit online by July'1 to recover their so called stranded costs from Connecticut Bill 5005-the utility restructuring bill?

One cannot go a few days in Connecticut without hearing some outrageous tale of NU's ineptitude and avaricious behavior.

This week the headlines are about how NU lobbyists met 23 times with you and other NRC commissioners 1 Although "no laws were broken" it just proves who has more access to those who make the decisions.

Nonetheless, the week before it was about a leaky. valve at '

Unit III.

Eventhough you, Dr. Jackson, feel NU handled this much better than a leak in 1993, I do not feel NU handled Unis well at all.

How can they have responded well when the equipment needed to isolate the valve was not there?

This alone is clear evidence that NU is cutting corners in a rush toirestart.

Don't you think so?

I could go on, but I realize the time constraints, as you will be voting on this issue very soon.

But I do have a few questions-why only check 5 out of 88 risk and safety significant systems at Unit III?

(And because the NRC.does not have the funds to check all these systems is not a suitable answer.)

The public safety is at risk!

(The funds could be there if someone with enough authority thought it were important enough.)

Also how can almost 7,000 material deficiencies be deferred till after restart?

Please respond.

And please keep these unsafe and mismanaged plants offline.
