contains Security-Related Information; therefore, ACO requests this enclosure be withheld from public disclosure pursuant to 10 Code of Federal Regulations (CFR) 2.390(d)(l).

Additionally, Enclosure 1 has been determined, in accordance with the guidance provided by the U.S. Department of Energy, to contain Export Controlled Information and must be protected from disclosure per the requirements of 10 CFR Part 810.
