Dear Mr. Denton:

I In a letter dated April 9, 1982, Carolina Power & Light Company (CP&L) recounted discussions held on April 8, 1982 with members of the Staff

concerning the proposed Technical Support Center (TSC)/ Emergency Operating l

Facility (EOF)/ Training Facility for the H. B. Robinson and Brunswick Steam Electric Plants.- In addition, we requested your concurrence with the general locations and physical security arrangements for the Robinson and Brunswick i emergency response facilities. Staff concurrence was provided by your letter i dated May 19, 1982.

As committed in our April 9,1982 letter, CP&L is hereby submitting l the radiation shielding analysis for the emergency response facility for the i

! Brunswick Plant. The radiation shielding analysis for the Brunswick TSC/ EOF is provided in Enclosure 1. Carolina Power & Light Company intends to use the l proposed design described in the enclosed report for the Brunswick emergency j response facility. We believe the enclosed radiation shielding analysis demonstrate the radiological habitability of the proposed Brunswick EOF /TSC design to be acceptable.

Cur April 9, 1982 letter referenced above transmitted drawings showing the general location of the proposed Robinson and Brunswick emergency response facilities. Since that time, we have found it necessary to adjust the specific Brunswick facility location to avoid construction interference i

• 1 with the existing security boundary. Therefore, the Brunswick emergency response facility has been moved 23 feet towards plant south and 13 feet towards plant east.

1 In order to support our critical path for construction of the Brunswick emergency facility, we request your written concurrence on the acceptability of the radiological habitability of the proposed facility design i no later than September 1, 1982.
