The Region IV staff has completed review of the emergency plan changes which you submitted to this office by letter dated February 15, 1985.

The emergency plan changes do not appear to decrease the effectiveness of the Cooper Nuclear Station (CNS) emergency preparedness and response and, therefore, appear to comply with the requirements of 10 CFR Part 50.54(q).

-There are several areas which need to be clarified or additional information provided as follows:

1. Section 5.3.1 does not identify General Office (G.O.) support to CNS by titia and function.
2. Section 8.0, Figure 8.1-1, does not indicate that G.0. personnel that respond to CNS are trained for their function; e.g., the alternate EOF Director from G.O. is not indicated as receiving EOF training.
3. Section D contained letters of agreement that did not appear to have been reviewed on an annual basis and appropriately updated.

It is requested that you provide additional information on the above items to this office within 30 days after receipt of this letter. If there are any questions in regard to this letter please contact Charles A. Hackney (817) 860-8188.
