Dear Mr. Johnson:

This letter is written in response to your letter dated May 10, 1985 trans-mitting Inspection Report 50-298/85-09. Therein you identified certain deficiencies in our amergency preparedness program and requested a schedule for correcting thest Jeficiencies. The following is our response:

Item 50-298/8509-01:

The EPIPs did not address nondelegatable authorities and responsibilities.

Response

The appropriate EPIPs have been revised to indicate nondelegatable authorities and responsibilities. These procedures are currently in distribution and will

be in place by May 31, 1985.

Item 50-298/8509-02:

Licensed shift personnel lacked familiarity with their EPIPs in the areas of energency detection, classification, and protective action recommendations.

Response

Emergency Plan refresher training was provided for licensed shift personnel following this inspection. This training included the use of mini-scenarios designed to examine decision making actions that would cover the areas of emergency detection, classification, and protective action recommendations.

This refresher training for licensed shift personnel was completed by April 23, 1985.

.The EPIPS did not address notifying the state and local governments within 15 minutes after declaration of an emergency.

Response

The appropriate EPIP has been revised to provide a greater visibility of time requirements as expressed in 10CFR50.72 and 10CFR50, Appendix E, D.3. This procedure is currently in distribution and will be in place by May 31, 1985.

In addition to the actions taken with respect to the above listed deficiencies, Nebraska Public Power District will strive to promptly resolve the open items also listed in this report as a part of our commitment to improving our Emergency Preparedness Program.
